Biography

Patrick is a Subject Matter Expert with the Specialist Development Unit (SDU) of Victoria Police, Family Violence Command. The SDU is a part of the Sexual Offence and Child Abuse Investigation Team (SOCIT) Project. SOCIT was established, in 2007, to improve the investigation of sexual assault and sexual child abuse, particularly the interviewing of victims and suspects. There are now 28 SOCIT offices across Victoria, comprising over 400 specialist investigators. Patrick specialises in developing police members’ understanding of sexual offending and sexual offenders, as well as improving investigations and interviews of sexual offence suspects.

Patrick also began the development of the ‘Whole Story’ conceptual framework. ‘Whole Story’ is a conceptual framework that informs the finding of fact in sexual assault, rape and sexual child abuse cases.

The conceptual framework emerged from research into, and the experience of working with, sexual offenders and victims of sexual assault. The stories told by these people differed from the information typically heard in Court. The differences centre on the context, including relational dynamics, in which the alleged assault took place. This information has traditionally been missing from the evidence elicited by investigators and subsequently presented at Court.

Before joining Victoria Police in 2007, Patrick worked in the field of sexual offender treatment for over twenty years. Trained in both criminology and drama therapy, Patrick has worked in custodial and community offender treatment with adult and adolescent offenders. He established the Male Adolescent Program for Positive Sexuality (MAPPS) in 1993, working with young people who sexually offend, running the program for fourteen years. He has trained and presented widely, both nationally and internationally.

Patrick has just completed his PhD, researching the efficacy of the ‘Whole Story’ framework, and its effect on investigators’ knowledge, attitudes and skills in the investigation and interviewing of sexual offenders.
