RFID localisation for Medical Staff in a Football Stadium

The goal of this project is to develop a system for localisation of medical staff at a Football stadium such as Portsmouth's Fratton Park.
The main idea behind this project is to use RFID technology for localisation within the stadium. Technology such as GPS would struggle with the crowd density of the amount of metal around.
Each First Aid and Ambulance team are given a Radio the radio would have an RFID reader attached to it. RFID tags would then be put around the stadium so that the control box knows the approximate location of all personnel at all times and ensure the closest resource is despatched reducing the response time to any incidents.
