Drs. in psychology (University Groningen, the Netherlands), PhD. in social science (Leiden University, the Netherlands)
Francis studied psychology in the town of Groningen in his native Netherlands. After a brief stint as a research assistant and an internship at Ohio State University, he got a bursary for a PhD at the Netherlands Institute for the Study of Criminality and Law Enforcement. In 2001 he got awarded his PhD from Leiden University. His dissertation was called Spiders in the Web: Public Prosecutors at Work. He joined ICJS in 1998.
Francis has authored, co-authored or edited several books. His first book, Comparative Criminal Justice appeared in 2004, with Willan Publishing. The Second Edition appeared in 2010. Together with Jane Winstone he edited a book called Community Justice: Issues for Probation and Criminal Justice. It appeared in August 2005, with Willan Publishing. In 2007 he co-authored Psychology and Crime, with Jane Winstone. Applying psychology to criminal justice (Wiley) also appeared in 2007 (co-authored with David Carson, Becky Milne, Karen Shalev and Andrea Shawyer). With Suzanne Pakes he wrote Criminal Psychology in 2009. Francis is currently editing Globalisation and the challenge for criminology which is set to appear with Routledge in 2012
Francis was treasurer of the British Society of Criminology from 2006 to 2010. He is currently involved with the organisation of the British Society of Criminology Conference 2012, to be held in Portsmouth.
Francis has a lively interest in all things Dutch and comparative and publishes in both the Dutch and the English language.
Francis is a member of the ESRC Peer Review College.

Teaching
Francis is course leader for the successful MSc Criminology and Criminal Psychology and has fulfilled this role since its inception in 2005. He is also Course Leader for ICJS's Professional Doctorate in Criminal Justice. Besides, he teaches on psychology and comparative and international criminal justice on various programmes and at all levels.
