General Information.
John joined the Institute of Criminal Justice Studies at the University of Portsmouth in August 2003 following over twenty years service as a Police Officer and a five year period as a Principal Consultant for a global management consultancy. Initially employed as Course leader for the MSc Police Science and Management, John was appointed Programme Area Leader (PAL) for the Distance Learning Under Graduate Programme before becoming PAL for Knowledge Transfer and Business Development. He was editor of the Police Journal from 1999 to 2009 and oversaw its transition to a peer reviewed journal. Responsible for the development of the Police Law and Community (PLC) programme, John is at the forefront of developing police pre-employment training. In 2009 the PLC programme was awarded the Association of Chief Police Officers Excellence in Policing Award. PLC is now the only means of joining Surrey Police, delivers annual cash savings to Surrey police of £1.3m, has reduced attrition rates from 15% to 3.5% and increased the recruitment of Black and Minority Ethnic Recruits from 4.5% to 10%.
His research interests include police training, critical incidents, multi-agency interoperability and diversity. He is co-author of the Diversity Training Handbook and has recently embarked on a programme of research examining the nature of police specialisms. He is responsible for co-designing and co-ordinating the delivery of Accredited Investigator training for independent police oversight bodies including the Police Ombudsman for Northern Ireland and the Garda Siochana Ombudsman Commission. As part of these programmes John designed and delivered a series of critical incident workshops. He recently completed an evaluation of the Surrey Police Leadership Devlopment programme and his contributions to the concise entries for the MSc Police, Policy and Leadership and the MPA Policing include Programme and Project Management, Critical Incident Management, Business Planning, Risk Management, Environmental Scanning and Futures.

- SURREY POLICE Undertook an evaluation of the National Initial Crime Investigator’s Development Programme delivered by Surrey Police. The evaluation method included the design and analysis of pre and post course questionnaires to test levels of knowledge, understanding and confidence, face to face interviews and focus groups.
- SUSSEX AMBULANCE SERVICE.
Completed an evaluation of a programme of multi-agency training for paramedics dealing with critical incidents including firearms and terrorist incidents. The evaluation method included focus groups, observational studies and face to face interviews. - DEFENCE POLICE COLLEGE.
Evaluating and accrediting a new programme of training delivered to SIB investigators. - OFFICE OF THE POLICE OMBUDSMAN FOR NORTHERN IRELEAND.
Designing and managing a programme of training delivered to newly appointed OPONI investigators including input on Human Rights, Miscarriages of Justice and Critical Incident Management.

Advisor to Vietnamese police training programme following implementation of new legislation.

Consultancy services to the MPF including accreditation of police probationer training, assessment of Tutor Constable Training and development of a the Professional Development Portfolio. - INDEPENDENT POLICE COMPLAINTS COMMISSION.
Responsible for designing and delivering a programme of training for all levels of the organisation including Managing Diversity and Coaching & Mentoring, governance and accountability.
