Outline
The aim of this Concerted Action was to promote an active exchange of experiences, analyses and ideas between European economists on the present and future management of Europe's marine capture fisheries. A series of international workshops were organised, each focusing on a key economic issue in fisheries management within the context of European fisheries, the Common Fisheries Policy and the basic instruments of European integration.
The key objectives of the Concerted Action were t
- identify the key problems and priorities (objectives and constraints) in the management of Europe's marine fisheries;
- consider from an economic perspective the apparent successes and failures of existing national and international fisheries management policies, management instruments and institutional arrangements;
- consider the lessons that can be learned from European fishery management experiences;
- explore the potential for new approaches to the management of fisheries in Europe, including the use of economic management instruments and the introduction of alternative systems of fisheries governance; and finally,
- consider the implications of these experiences and ideas for the possible future shape of the common fisheries policy.
The first workshop, on the theme of Overcapacity, Overcapitalisation and Subsidies in European Fisheries, was held in Portsmouth, UK, in October 1998. The second workshop, on the Definition and Allocation of Use Rights in European Fisheries, was held in Brest, France, in May 1999. The third workshop, focusing on Management Institutions and Governance Systems in European Fisheries, was held in Vigo, Spain, in October 1999. The fourth and final workshop was held in Bergen, Norway, in October 2000 and focused on International Relations and the Common Fisheries Policy.
