Portsmouth City Council implements electronic purchasing

Portsmouth City Council have implemented electronic purchasing for their tenders and quotations during the last year. It has created benefits of increased transparency and reduced overheads. These savings are offset by needing to handle more enquiries from potential suppliers and to implement improvements opportunities identified through using the system eg collaboration in purchasing.
University of Portsmouth (CERI) are impartially evaluating the achievements and return on investment to date and reporting the barriers to realising further benefits.
