The Planning System in 2013

This course provides an update on changes made to planning by legislation, the National Planning Policy Framework, new statutory instruments and case law and reviews the implications for practice.

Planning now seems to be characterised by continuous change and practitioners need to keep abreast of it all. The implementation of changes made by the Planning Act 2008 was incomplete when the change of government occurred and some were subsequently abandoned. Further changes were made by the Localism Act 2011 and the real implications of those are beginning to be clear as they are progressively brought into effect. All this has been accompanied by a steady flow of new statutory instruments and of policy statements, in the forefront of which is the National Planning Policy Framework, not to mention new and significant case law.

This course will provide a comprehensive update and covers:

  • the implementation of the 2008 Act
  • the Localism Act 2011
  • the National Planning Policy Framework
  • changes to statutory instruments
  • planning obligations and the Community Infrastructure Levy
  • recent case law

Bernard Webster is the Director of the Continuing Professional Development programme and lectures at the University. He originally qualified as a town planner in 1970. Since 1973 he has pursued a career in surveying within higher education and he has delivered more than 250 CPD sessions on planning topics.

Jason Clemons has qualifications in urban design, planning and conservation. Before becoming a partner at D&M, he had ten years experience with Local Planning Authorities in East Hampshire and Waverley.
