Summary

Phil is a Senior Teaching Fellow who leads modules on the MSc Risk, Crisis and Resilience Management, MSc Crisis and Disaster Management, and Degree Apprentice MSc Risk and Strategic Leadership programmes.

He holds an MSc in Crisis and Disaster Management and a Postgraduate Certificate in Higher Education and is a Fellow of the Higher Education Academy and a Fellow of the Institute for Search and Technical Rescue.

He is a member of the Centre of Excellence in Defence, Risk and Resilience (CEDRR) and is a Co-Lead for Organisational and Community Resilience.

He is a member of the Hazards, Risk and Resilience Research and Innovation group

Phil completed a 30-year career with Hampshire Fire and Rescue Service in 2019 and has taught at the University of Portsmouth since 2012.

During his Fire Service career, Phil was seconded to the National Resilience Team from 2006 to 2013, where he was responsible for Urban Search and Rescue. He was also a member of the UK International Search and Rescue Team and the EU Civil Protection Team, responding to multiple disasters and supporting capacity-building projects.

Much of his Fire Service career focused on designing and delivering training, simulations and exercises, and he continues to work with the UN Simulations and Training Network.

He has supported a wide range of public and private sector organisations in designing and delivering training, simulations and exercises, as well as in resilience, risk and crisis management, leadership and decision-making.

Phil’s research interests focus on improving the effectiveness of training and exercises, developing resilience, and strengthening risk and crisis management.
